Public Notice – Sole Source Procurement Determination

Pursuant to ORS 279B.075 and District Policy DJC, the Rogue River School District, acting as its Local Contract Review Board, has determined that the services described below are available from only one source.

Proposed Contractor: ZCS Engineering

Description of Services: Professional engineering services for seismic rehabilitation project funded through the Oregon Seismic Rehabilitation Grant Program. The scope of work includes engineering predesign, design development, construction documents, and construction administration.

Amount: Not to exceed $249,500

Justification:

  • The proposed contractor has completed the District’s last two seismic engineering projects over the past 15 years and authored the current seismic grant application.
  • The contractor possesses unique, specialized knowledge of the District’s facilities, prior structural assessments, and seismic upgrade history.
  • Continuity of services with the same engineering team will eliminate duplication of work, reduce project risk, and provide substantial cost savings to the District.
  • No other known firm can provide the same combination of expertise, building familiarity, and immediate availability to perform the work within the grant’s schedule.

Protests:
Pursuant to ORS 279B.075(3), any prospective contractor who can demonstrate the ability to provide equivalent services is invited to submit a written protest of this sole source determination. Protests must be received by the District no later than Monday, September 15, 2025, 2:00 PM.

The District will not consider protests received after the deadline. If no protests are received, the District will proceed with awarding a sole source personal services contract to ZCS Engineering.
